OLD BUSINESS: Tagalder Bridge issue is moving forward. Building should begin in Spring of 2022.

TOWN OF LENROOT DEPUTY CLERK WAGE INCREASE: The Clerk requested a wage of $17.00 an hour for the Deputy Clerk. With all the training/work it entails, the current wage of $12.50 is just not feasible. At this time Jenni Bandow [Deputy Clerk] asked to speak. She said, in her opinion that when the time comes when Carol decides not to run for office, that the Board should consider changing to an Appointed Clerk positon. [To do that the Board would have to hold a Town Meeting of The Electors]. With an appointed clerk they could choose someone who is qualified and knows how to use Quickbooks and Accounting. She said Carol does not need a deputy clerk on a regular basis, she does a fine job on her own. If there should be an emergency, Carol could work at home or Jenni would be happy to come in and help. Jenni then stated that she is resigning as deputy clerk, but would be available in an emergency but not @$12.50 an hour. The chairman asked if she would consider $15.00 an hour for emergency work. She said she would accept that wage. Chairman Christians made a motion to approve the wage for Emergency Deputy Clerk @$15.00 an hour. Supervisor Jack Sjostrom 2nd the motion. ROAD & BRIDGE REPORT: Grading & mowing in process. Culverts are received for blacktopping.
Eric request Dash Cams for the road equipment. There have been some incidents that should have been recorded.

CEMETERY: Clerk to set up fall meeting for committee.

PUBLIC INPUT: Rich Johnson representing Smith Lake Association. Mr. Johnson is requesting repairs to the boat landing on Smith Lake. The “drop off’ at the ramp is too shallow. The Board is not sure if there is anything that can be done to solve this problem. The Chairman check to see if dumping rock into it will bring it up to the level of the cement ramp.

Tom Rowley representing Seeley Lions Club. Mr. Rowley is asking the town to pledge some monies at the budget meeting to help set up another Pickle Ball Court at Silverthorn Park. Approximate cost of $4000.00. The Board encouraged Mr. Rowley to come to the October Budget Meeting with his request.

OLD BUSINESS: Grader has not been ordered as yet. All documents signed and submitted.

ZONING: None

APPROVAL OF THE PETITION FOR BRIDGE FUNDING: Supervisor Kariainen made a motion to approve the petition. Supervisor Bandow 2nd the motion. All in favor. 5 yes, 0 no. Motion carried.

CHEQUAMEGON MBT RACE FESTIVAL – 9/18/2021: Supervisor Jack Sjostrom made a motion to approve the race application. Chairman Christians 2nd the motion. All in favor. 5 yes, 0 no. Motion carried.

DISCUSSION ITEMS: Supervisor Bandow requested more signs on bridges regarding No fishing and No parking on Larsen Road, Tagalder Road and Peterson Road. Signs will be placed.

ROAD & BRIDGE REPORT: Fixed Hagberg Road and will be moving over to Leo’s Road for repair.

TOWN OF LENROOT SEELEY RIVERSIDE CEMETERY: None

The meeting was called to order@6:00 pm, by Chairman Christians. The nature of the proposed business to be considered in this meeting is to:

  1. Consider and approve the purchase of a town grader.
  2. Final decision on the blacktopping projects
  3. Approval of the Town of Lenroot Allocution of ARPA Funds Resolution
  4. Contingent on the county contribution an approval of the Town of Lenroot agreeing to contribute $10,000.00, if the PCS awards Norvado the grant

Chairman Christians made a motion to remove from the June 14, 2021, table, the Grader Purchase and the ARPA Allocution Resolution. Supervisor Bandow 2nd the motion. All in favor. 5 yes, 0 no. Motion carried.

Grader Comparisons : The board discussed grader comparisons between Caterpillar vs John Deere, whether to buy used or new equipment. Supervisor Kariainen made a motion to purchase a new 2021 Caterpiller Grader. Jason Sjostrom, Supervisor 2nd the motion. All in favor. 4 yes, 1 no. Motion carried. PUBLIC INPUT: Sara Curtis spoke in regard to “Jake Breaking” on highway 77/27. The noise is unbearable. She has contacted the state and county and they have asked her to ask the township to send a letter of request to post a sign such as “Engine Breaking Muffler Required”. Chairman Christians volunteered to compose a letter to the DOT in regard to this matter.

EWIG LANE: Mell Kelly spoke for the residents who have many problems with thru traffic from Norway Point road thru Ewig Lane. As a portion of Ewig Lane is clearly identified as a private road, the town has no authority to stop the flow of traffic, in that area. New signage is needed and the Board did offer to post any signs the residents purchase to alieve this problem.

FRED GOOLD: re: Comprehensive Planning. Fred plans to have 3 meetings this year [2 public and 1

regular] to look at existing and future issues. Amendment may be made to existing plan as well.

OLD BUSINESS: APRA – Supervisor Kariainen Has been working on the grant. He has completed it and submitted it. Approximate money received may be $135,000.00. Monies must be used for Internet/Broadband Projects.

BLACKTOP BIDS: One bid received from Monarch paving. Bids on Hard Rock Circle Road & Clems Road [$111,356.00] Portion of Nelson Lake Road [$79,206.00] , Eaton Road [$69,207.00]a portion of Jolly Fisherman Road [$5,071.00]. With a total of $265,240.00. Supervisor Jack Sjostrom made a motion to approve the bid as presented with an option to remove Nelson Lake Road Blacktopping, which would bring total bid to $186,134.00. Supervisor Bandow 2nd the bid All in favor. 5 yes, 0 no. Motion carried.

TOWN GRADER PURCHASE: There were two (2) quotes presented. John Deere Company, a used 2019, @$239.000.00 and Caterpillar Company, a new, 2021 @$315,338.68. After much discussion Supervisor Jack Sjostrom made a motion to TABLE the issue until the July Agenda. Supervisor Kariainen 2nd the motion. All in favor. 5 yes, 0 no. Motion carried.

SEELEY LION CLUB SHELTER REQUEST FOR GRAVEL AND A PORT-A-POTI. Chairman Christians made a motion to approve a town donation of 4 loads of gravel for the shelter road and to share the cost of a Port-a-Poti rented from Ron Poppe Port-a-Poti business. Supervisor Jack Sjostrom 2nd the motion. All in favor. 5 yes, 0 no. Motion carried. It was also noted that Eric would haul sand into Silverthorn Beach.

CEMETERY REQUEST FOR CEMETERY BENCHES: Benches will be donated by an organization. One may be place on Cemetery Trail and one on Kayak/Canoe Landing. Supervisor Jason Sjostrom made a motion to accept the donation and placement of benches. Supervisor Bandow 2nd the motion. All in favor. 5 yes, 0 no. Motion carried. The board also discussed the placement of some kind of a grate or walk at the landing.

PUBLIC INPUT: Dennis Erickson thanked the Town Board for signs posted on Olson Road. He appreciated them taking care of this issue.

OLD BUSINESS: Supervisor Steve Kariainen is working on the the Covid American Rescue Plan which may grant the Town of Lenroot an approximate amount of $127,913.00. At this time he is not sure what the monies can be used for. He hopes to have further information next month. Chairman Christians informed the board that 3 picnic tables had been stolen from Nelson Lake Park. The town has submitted a claim to the insurance company and will be reimbursed to some extent.

ZONING: Conditional Use Application-Scott & Melanie Mercier. Application #21-009. Supervisor Jack Sjostrom made a motion to approve the application. Supervisor Kariainen 2nd the motion. All in favor. 5 yes, 0 no. Motion carried.

ACTION ITEMS: Consideration to Increase Election Workers Wages. Supervisor Jack Sjostrom made a motion to increase the Election Line Workers wage from $11.00 to $12.00, and the Chief Inspector Wages from $11.00 to $15.00. Supervisor Kariainen 2nd the motion. All in favor. 5 yes, 0 no. Motion carried.

Town of Lenroot Seeley Riverside Cemetery: No action taken, no motion made.

ROAD & BRIDGE REPORT: Much of the grading is done. Cleared trees on Mosquito Brook Road and Silverthorn bathrooms power washed.

Chairman Christians stated the proposed business to be considered in this Special Lenroot Town Board meeting is to verify information and consider a bid from North Town Ford of Menomonie WI., for a 1 Ton Patrol/Work Truck.

The bid includes a [$2,000.00] trade-in of a 2006 Dodge Ram 2500 Pick-up. Bid also includes a Dump Box and all items specified in bid submission on page 2.

APPROVAL OF TREASURER REPORT: Supervisor Bandow made a motion to approve the March 08, 2021 Treasurer’s Report. Supervisor Jack Sjostrom 2nd the motion. All in favor. 5 yes, 0 no. Motion carried.

APPROVAL CLERK REPORT: Supervisor Jack Sjostrom made a motion to approve the March 08, 2021, Clerk Report. Supervisor Bandow 2nd the motion. All in favor. 5 yes, 0 no. Motion carried.

PUBLIC INPUT: Tom Rowley of the Seeley Lions Club, requested permission to upgrade the Pickle Ball Court @ Silverthorn Park. The Seeley Lions Club intends to resurface/upgrade the court at an approximate cost of $6,000.00, which they intend to cover the entire cost of the upgrade. The board appreciated their donation to the park.

Jennifer Bandow: is concerned regarding the quality of water in the town hall. Chairman Christians will contact the persons who can check our water quality .

OLD BUSINESS: Nelson Lake water flow is still rising. Road bans will be lifted on April 19, 2021, @12:01 pm

ZONING: Sawyer County Zoning Administration. 6.5 Trailer Camps & Campground Ordinance Amendment. Supervisor Kariainen made a motion to approve the amendment on contingent the sentence in the cover letter “Existing campgrounds of operation would be “grandfathered” in to the zoning ordinance that was in affect at the time that initial campground was in operation or created” is typed into the amended ordinance. Supervisor Jack Sjostrom 2nd the motion., All in favor. 5 yes, 0 no. Motion carried. Scott & Shelly Orton-Township Approval Application: Supervisor Jack Sjostrom made a motion to approve the application. Supervisor Kariainen 2nd the motion. All in favor. 5 yes, 0 no. Motion carried.

BIDS: 1-Ton Patrol/Work Truck. One bid received from North Town Ford/Menomonie WI. Information on the bid needed to be verified. Chairman Christians made a motion to TABLE the bids until a special meeting was set up. Supervisor Bandow 2nd the motion. All in favor. 5 yes, 0 no. Motion carried.
BID Letter: A letter was received from Don Johnson Motors stating they were unable to offer the town a bid at this time.

VENTURES UNLIMITED PARK CLEANING CONTRACT FOR 2021. Chairman Christians made a motion to accept the 2021 contract. Supervisor Kariainen 2nd the motion. All in favor. 5 Yes, 0 No. Motion carried. [Cleaning costs remain the same as the 2020 contract]

SEELEY LIONS CLUB PRE-FAT BIKE RACE ON 8/2/1/2021: Supervisor Jack Sjostrom made a motion to approve the race application. Supervisor Kariainen 2nd the motion. All in favor. 5 yes, 0 no. Motion carried.

LIQUOR LICENSE REVELLE’S LANDING LLC: Danielle Harvey, Agent. Supervisor Jason Sjostrom made a motion to approve the liquor License. Supervisor Bandow 2nd the motion. All in favor. 5 yes, 0 no. Motion carried.

ROAD & BRIDGE REPORT: Trucks have been serviced. Road Sweeping will start within the next two weeks. Tagalder Bridge site project preparing to start in 2022. The approximate cost to the town may be $50,000.00.

TOWN OF LENROOT SEELEY RIVERSIDE CEMETERY: none

APPROVAL OF BILLS: Supervisor Jack Sjostrom made a motion to approve the Federal and State withholding internet payments and check series #29478 thru #29524 making the April 12 , 2021, total expense of $51,570.75. Supervisor Bandow 2nd the motion. All in favor. 5 yes, 0 no. Motion carried.
